Specialist Adoption, Guardianship & Kafala Assessments

Child-Centred Permanency Assessments

At Ross & Forsyth Consultancy, we understand that decisions about adoption, guardianship, and alternative care arrangements are among the most significant in a child’s life. We provide specialist assessment services that combine rigorous professional standards with cultural sensitivity and a deep commitment to children’s welfare .

Our approach is grounded in the Adoption and Children Act 2002, the Children Act 1989, relevant Family Court Rules, and international best practice frameworks for Kafala assessments . We use these frameworks not simply to fulfil statutory requirements, but to ensure every assessment provides the solid evidence base courts and decision-makers need.

Our Assessment Services

Adoption Assessments

We provide comprehensive adoption assessments for prospective adopters, including:

  • Form F Assessments — rigorous evaluations of applicants’ suitability to adopt, addressing the seven core dimensions of parenting capacity
  • Adoption Support Assessments — evaluations of therapeutic and placement needs for adopted children and families
  • Child Permanence Reports (CPRs) — detailed reports supporting care planning and placement decisions
  • Annex A Reports — assessments supporting placement orders and adoption applications

Our adoption assessments explore applicants’ capacity to meet the needs of children who have experienced trauma, loss, and adversity, with particular attention to attachment, identity, and life story considerations .

Special Guardianship Assessments

We provide specialist Special Guardianship Order (SGO) assessments for connected persons and family members, including:

  • Full SGO Assessments — comprehensive evaluations of family members’ suitability for Special Guardianship Orders
  • Connected Persons Assessments — assessments of family and friends as potential permanent carers
  • Viability Assessments — initial evaluations to determine whether a potential carer should proceed to full assessment

Our SGO assessments apply the Three Dimensions of the Assessment Framework—child’s developmental needs, parental capacity, and family and environmental factors—to provide robust evidence for family court proceedings .

Kafala Assessments

We offer specialist Kafala assessments for families seeking to provide long-term care for children within an Islamic legal and cultural framework .

What is Kafala?

Kafala is a traditional form of guardianship rooted in Islamic principles that provides a framework for the care and upbringing of orphaned or abandoned children.

Unlike adoption in the Western sense, Kafala maintains the child’s original identity, lineage, and inheritance rights while providing them with a stable, nurturing family environment .

Our Kafala Assessment Service

We provide assessments that address both the legal requirements of the UK family courts and the specific cultural, religious, and legal dimensions of Kafala, including:

  • Applicant Suitability Assessments — evaluating the capacity of prospective kafil (guardian) families to meet the needs of the child within the Kafala framework
  • Cultural and Religious Competence — ensuring children’s cultural and religious background is respected and supported
  • Attachment and Wellbeing Evaluation — assessing the child’s emotional and psychological wellbeing, with reference to attachment theory and the importance of stable relationships
  • Legal Compatibility Assessments — ensuring Kafala arrangements are recognised and compatible with UK legal frameworks
